Legislative Update
Governor Matt Blunt signed S.B. 607, requiring
insurance carriers to cover routine patient
care in approved Phase II Cancer clinical
trials. Routine patient care is defined as
reasonable and medically necessary services
needed to administer a drug or device under
evaluation in the clinical trial, including
all items and services that are otherwise
generally available and provided in the clinical
trial. Currently, insurers are required to
cover routine patient care for Phase III
and IV clinical trials. Also, S.B.
607 allows an employer to contract for health
insurance at a reduced deductible level for
those employees who do not use tobacco products.
These employees are currently eligible for
reduced premium rates. Finally, the
law requires insurance carriers to charge
only one co-payment on a prescription if
a single dosage is not available and a combination
of dosage amounts must be dispensed to fill
the prescription.

Experienced Local Leadership
Frank Monahan, General Manager
Frank Monahan is the general manager of CIGNA HealthCare’s
operations in Kansas and Missouri and is based in St.
Louis. Monahan is a seasoned executive
with 15 years of sales and marketing experience in
the health care industry. Monahan is responsible
for new sales and account management in the Kansas
and Missouri markets and oversees a sales team of more
than 30 professionals. He is also responsible for fostering
and deepening relationships with employers, providers,
brokers and consultants in the state.
A Pennsylvania
native, Monahan earned his bachelor’s
degree from LaSalle University in Philadelphia. Monahan
most recently served as vice president and general
manager of large group sales for Premera Corporation.
Prior to joining Premera Corporation, Monahan was vice
president of sales, marketing and field operations
for Capital Blue Cross. In addition, he held
various sales and marketing positions at Aetna.
