COLORADO EDITION
Legislative Update
The Blue Ribbon Commission for Health Reform (208 Commission) rejected the 5th hybrid proposal by a vote of 8-2, with 4 abstentions. Though there is support by the Commission for many of the policy provisions, the cost to implement this proposal exceeds $1.1 billion. This would be in addition to the over $30 billion the state already spends on health care. The Commission is now reviewing several recommendations that will be finalized in December, prior to the issuance of a full report to the legislature by January 1. Still being discussed are Medicaid reimbursement increases, establishment of cafeteria plans, a connector system, expanded access to HSAs, electronic health records, quality-based provider pay, individual mandate, and premium reductions for healthy lifestyles.
