Legislative Update
The North Carolina General Assembly convened
their 2006 “short” session on
May 9. The session is dedicated to fiscal
issues as well as legislation carried over
from the 2005 session. Among the bills introduced
include: H.B. 2860, creating the North
Carolina Fair Share Health Insurance Access
Program to ensure that all residents of the
state have “comprehensive, affordable
health insurance” by 2010; H.B. 1895,
establishing a high risk pool within financing
from insurer assessments; and S.B. 1965, authorizing
the “Healthy North Carolina” Program
to “facilitate the availability of
affordable health insurance coverage to small
employers, self-employed individuals, and
uninsured workers.”

Charles C. Pitts, President and General Manager – CIGNA
HealthCare of the Carolinas
Charles Pitts has over 20 years experience
in the health care industry. Prior to joining
CIGNA in 2006, Charles led the development and growth
of multiple health plans for UnitedHealthcare. His
responsibilities included financial, operational and
leadership performance of health plans in North Carolina,
South Carolina, Alabama, Louisiana and Mississippi. Charles
earned his Bachelor of Arts degree from Washington
and Lee University, and his MBA in Finance from the
University of Alabama. He currently resides
in Charlotte, North Carolina.
