Experienced Local Leadership

Peter B. Welch, President and General Manager
Peter Welch is the president and general manager for CIGNA HealthCare of Northern California, Inc. He joined CIGNA HealthCare as the Vice President of Sales for the northern California region in December, 2000, and was promoted to his current position in January, 2003.

Prior to joining CIGNA HealthCare, Peter served as the Regional Sales Director for United HealthCare and Uniprise. During his five-year tenure with the company, he held numerous sales and sales management positions. In addition, Peter spent nearly 11 years with The Travelers Insurance Company. He was the Regional Sales Director for The Travelers Insurance Company in California, managing the small employer segment for the western region, and prior to that, was responsible for The Travelers Pacific Northwest region.

Peter is on the Board of Directors for Buckelew Programs, a community-based non-profit organization that provides low-income housing for those suffering from mental illness. He is also a Board member of the California Association of Health Plans and the Integrated HealthCare Association. He is a graduate of the University of California at Riverside.

Kirby Hutson, Vice President of Sales, CIGNA HealthCare - San Francisco, CA
Kirby Hutson has responsibility for CIGNA HealthCare's sales operations in Northern California. He directs all activities associated with the growth and retention of managed health care and indemnity business.

Hutson rejoined the company in May 2004, having held a number of management positions at CIGNA in the late 1980's and early 1990's. Immediately prior to returning to CIGNA he was a principal at Mercer Human Resource Consulting. He earned a Bachelors Degree from The University of Arizona and an MBA from The University of Texas at Austin.

Jeff Terrill, Regional Vice President, West Region
Jeff Terrill joined CIGNA HealthCare in November 2000 as the Southwest Region chief operating officer. Prior to joining CIGNA HealthCare, Terrill was the president and chief executive officer for Scottsdale Physician Hospital Organization Inc. in Arizona, for more than four years. His background also includes general management, regional health services and medical operations, underwriting, marketing and sales experience while working for Aetna Life and Casualty Inc. for 12 years.

Terrill graduated with a bachelor's degree in Business from the University of Colorado in 1984. Jeff is a member of the Board for The Boys and Girls Club of Metropolitan Phoenix and the Arizona Chamber of Commerce. He is a former advisory board member of IntelliClaim Inc. and Adesso Healthcare Technology Services Inc.
