Christopher De Rosa, President and General
Manager, Southern California Region
Christopher De Rosa is president
and general manager of CIGNA HealthCare, Southern
California responsible for middle market sales,
growth and client service. The former senior vice
president of CIGNA's Government and Taft-Hartley
segment business, De Rosa brings in-depth knowledge
of Southern California and extensive sales experience
to this new role with the company.
De Rosa began
his career with CIGNA in 1992 in California, managing
several key accounts, such as Intel, Cisco, Fluor
and Boeing and establishing strong working relationships
with brokers, consultants and providers in the
marketplace. His success in the market led to a
transition to a new national position where he
led the creation of one of the company's advanced
customer reporting capabilities programs, including
Benefit Insight. In his most recent role, he was
responsible for establishing CIGNA's Government and
Taft-Hartley business unit, where he led the development
and implementation of health plan benefit strategies
for Taft-Hartley trusts and the public sector.
A California
native, De Rosa has a bachelor's degree from the
University of California, Los Angeles and a Master's
of Business Administration from the University of
California, Irvine. He will be located in the company's
Glendale office.
Jeff Terrill, Regional Vice President, West
Region
Jeff Terrill joined CIGNA HealthCare in November
2000 as the Southwest Region chief operating officer. Prior
to joining CIGNA HealthCare, Terrill was the president
and chief executive officer for Scottsdale Physician
Hospital Organization Inc. in Arizona, for more
than four years. His background also includes general
management, regional health services and medical
operations, underwriting, marketing and sales experience
while working for Aetna Life and Casualty Inc.
for 12 years.
Terrill graduated with a bachelor's degree
in Business from the University of Colorado in 1984.
Jeff is a member of the Board for The Boys and Girls
Club of Metropolitan Phoenix and the Arizona Chamber
of Commerce. He is a former advisory board member
of IntelliClaim Inc. and Adesso Healthcare Technology
Services Inc.
Gene Rapisardi, Vice President of Sales for Los Angeles
Eugene (Gene) Rapisardi has more than 25 years of experience in the Southern California market and has a varied background in health care benefits sales, strategy, and client service. Before joining CIGNA HealthCare, he was vice president of sales and service for PacifiCare responsible for new business growth and customer strategy for San Diego and the Inland Empire. In addition to his tenure with PacifiCare, Rapisardi was the former vice president of sales with Health Net and worked in the group sales and service division of MetLife.
Chris Blanton Sales Manager, California Sales
Chris began his career in 1993
with Aetna. After completing Aetna’s Group School Program,
he was assigned to the Los Angeles Field Office as
an Employee Benefits Representative. He was transferred
to Aetna’s Orange County Office in 1995 and promoted
to a Broker Manager in 1997. In 2000, Chris was transferred
to the Key Accounts Department in Blue Bell, PA; to
help in the company’s account persistency efforts.
In 2001, Chris was asked to lead Aetna’s
new business sales efforts in Maryland, The District
of Columbia and Northern Virginia.
Chris joined CIGNA HealthCare in 2002 as a Combined
Sales Manager in the Orange County Office. Responsibility
for the San Diego Office was added in 2003. Chris
graduated in 1993 from the University of Washington
in Seattle, WA; with a BA in Business Administration.
He is active in several local trade groups and
is currently working on his CEBS designation.
Steven Halpern, MD, FCCP, Market Medical
Executive
Steven Halpern, M.D. is one of two medical
executives for CIGNA HealthCare of California. He
joined CIGNA HealthCare in 1999, serving first as
Associate Medical Director for Medicare and then
Senior Medical Director of Health Services, West
Coast.
Prior to joining CIGNA, he practiced Pulmonary,
Critical Care, and Sleep Medicine for 13 years.
Dr. Halpern held a number of medical group and
hospital administrative positions with CIGNA California
Staff Model and Friendly Hills Medical Group, including
Chief of Staff of CIGNA Medical Center and Pulmonary
and Sleep Disorders Department Head. He also served
as Chair of the Utilization Management Committee,
the Compensation Committee, and the Asthma Taskforce.
He is a Fellow of the American College of Chest
Physicians and a member of the American College
of Physicians and the American Academy of Sleep
Medicine.
Dr. Halpern received his medical degree from the
University of California, San Diego and is board
certified in Pulmonary Disease and Internal Medicine.
He completed his Internship and Residency in Internal
Medicine at Cornell Cooperating Hospitals and his
Pulmonary Fellowship at Cedars-Sinai Medical Center
in Los Angeles. Dr. Halpern currently serves as
chair of the Clinical Advisory Committee for CIGNA
HealthCare of California, and is a member of the
national Ethics Council and Medical Technology
Assessment Committee.
