Legislative Update

The Senate Health and Human Services Committee on April 2 passed Governor Charlie Crist's "Cover Florida" plan to provide coverage to the uninsured. Under S.B. 2534, Cover Florida plans would be portable, offered as guarantee issue, and subject to preexisting condition exclusions. Participating insurers would be required to develop two alternative benefit option plans with different cost and benefit levels, including at least one plan that provides catastrophic coverage. Additionally, the bill:

  • Expands eligibility criteria for enrollment in the Health Flex Plan to an income limit of 300 percent of the federal poverty level (FPL) and extends the program to July 1, 2013.
  • Provides employer group eligibility in Health Flex when at least 75 percent of employees have income equal to or less than 300 percent of the FPL, are not covered by private health insurance, and have not been covered during the proceeding 6 months. Only 50 percent of employees must meet the income requirements if the Health Flex plan is a health insurer, health plan, or HMO.
  • Allows Florida Kidcare to pay the premiums for dependents under employer sponsored insurance, if the premium is equal to or less than the premium assistance necessary to enroll the dependent directly in the Kidcare program.
  • Extends continued coverage of dependents to age 30, for unmarried children with no dependents, without private insurance coverage. Medical underwriting is not preempted, nor are employers required to pay all or part of the premium.

Experienced Local Leadership

Andrew Crooks, Regional General Manger
Andrew Crooks has over 20 years of experience in the health care industry.  His early career was spent in various underwriting and financial management roles throughout the Southeast and Mid-Atlantic regions.  Following a series of promotions, he was appointed Vice President and Executive Director of Prudential HealthCare’s North Florida and Central Florida operations.  His responsibilities included development and growth of exclusive, affiliated medical groups, network development, management of claim and customer service operations, regulatory compliance, sales and marketing.  He held this position for over 10 years earning the first Health Maintenance Organization (HMO) accreditation given by Joint Commission on Accreditation of Healthcare Organizations (JCAHO) in 1988, and recognition by U.S. News & World Report as one of the top 20 HMO’s in the nation in 1996.

Subsequent to the Aetna U.S. Healthcare acquisition of Prudential HealthCare, Andrew was retained to lead all integration management activities for the Southeast operations.

For the past five years, Andrew has served as President and General Manager of CIGNA's Florida and Caribbean operations providing services to over one million covered lives.

Dean Mirabella, Vice President of Sales, North Florida
Dean Mirabella joined CIGNA’s Tampa Sales Office in 1995 as a New Business Manager for the Commercial segment.  After three successful years in the New Business sales position, Mirabella was promoted to Sales Manager for the Tampa, Orlando and Jacksonville markets and also became part of the Senior Management team for Florida and Puerto Rico.

Mirabella successfully built a strong Sales and Account Management team, which produced some of the best results in the country for two straight years.  Dean was then promoted to Director of Sales and asked to lead the Existing Business Middle Market team in 2000.  Today he manages both the New Business and Existing Business teams for CIGNA's regional segment 50-5,000 lives.  Prior to joining CIGNA, Mirabella was with MetLife where he spent several years selling their Group Health, Individual Life and Disability products.

Mirabella graduated from the University of South Florida with a Bachelor’s degree in Economics.

Gerard (Radge) Coster, New Business Manager
Radge Coster began his career with CIGNA as an account executive in 1999. For the past 3 years Radge worked for Humana Ancillary as vice president of sales for the Southeast Region. 

Radge returned to CIGNA in June of 2006 as a new business manager, responsible for sales growth and overall market development in Jacksonville, Ocala and the Panhandle region.  Prior to joining CIGNA, Radge worked at American Heritage Life in Jacksonville as Marketing Director for AHL Select HMO.  Radge has 18 years of employee benefits expertise.

Todd Brown, Vice President of Sales
Todd Brown has responsibility for CIGNA HealthCare's sales operations in South Florida, Puerto Rico and the U.S. Virgin Islands. He directs all activities associated with the growth and retention of commercial health care business. Todd joined the company in January 2006. Prior to joining CIGNA, Todd spent most of his career in South Florida. During this time his experience included John Alden Life Insurance/Neighborhood Health Partnership, Medchoice Pharmacy, and United Healthcare.  The strong relationships he developed with producers and clients in Florida contributed to his career successes in growth, retention and profit results.

Todd is a graduate of the University of South Florida with degrees in Finance and Economics. 

Pam Serrani, Director of Client Management
Pam Serrani joined CIGNA in May of 2006 as the Director of Client Management with responsibilities including retention, implementation and broker and customer satisfaction. She brings a wealth of experience to CIGNA in this role. Pam began her career in health care in 1978 when she entered Prudential Insurance Company’s employ as a Medical Claim Examiner. Pam mastered all aspects of processing claims and was promoted to Claim Manager for a Multi-Claim Division consisting of both National and Middle Market accounts. She then moved into National Accounts as an account executive to manage National clients from Sales to Service. In 1999, with the acquisition of Prudential to Aetna, Pam assumed the role of Project Director and participated in the consolidation of Prudential’s 44 claim and customer service divisions to four National Service Centers. Previously in 2000, she assumed responsibility of Director of Middle Market Sales and Service for Northern New Jersey. In 2002, Pam moved to South Florida in the position of Director of Account Management for United Healthcare and joined CIGNA in 2006.

Jack Matos, Senior Sales Executive
Jack Matos joined the CIGNA team in November of 2006. Prior to joining CIGNA, his experience included Mercer Health and Benefits, where he was a Senior Associate responsible for senior level client relationships, new business development, strategic consulting and detailed financial analysis allowing clients to meet their organizational economic and human resources goals.  Before Marsh his experience included Prudential Healthcare in new business development. 

Jack is a graduate of Florida Atlantic University with a Bachelor of Science degree in Marketing and Management.  He is a licensed Life, Health and Variable Annuities agent in the State of Florida.  He resides in Florida with his wife and son.  He plays an active role in his community and as a Latin American, has developed strong relationships with Latin American commerce in South Florida.
