David Toomey, President and General Manager,
CIGNA HealthCare South Region
David Toomey is president and general manager
of CIGNA HealthCare, South Region comprised of Texas,
Oklahoma and Louisiana. Mr. Toomey has 20 years of
employee benefits expertise and health plan management.
Toomey also brings extensive health care knowledge,
particularly in the area of customer service, operations
and sales to CIGNA HealthCare.
Prior to joining CIGNA,
he served as the market head of national accounts
for Aetna in the Pacific Northwest, responsible for
national account sales and service for eight states.
Toomey also worked in the Los Angeles area leading
national sales and new business development for Aetna.
He is based in CIGNA HealthCare's Dallas office.
Travis Brashear, Vice President of Sales – Houston,
TX
Travis H. Brashear, based in Houston, has responsibility
for CIGNA HealthCare's sales operations in Houston,
San Antonio, Austin and Louisiana. He directs all
activities associated with the growth and retention
of managed health care and indemnity business. Brashear
joined the company in May 2002 as the vice president
of sales for CIGNA HealthCare in Kansas and Missouri. Before
coming to CIGNA, Brashear spent six years in managed
care sales.
Travis holds a bachelor's degree and earned
a law degree from the University of Kentucky’s
College of Law in Lexington, KY. He is committed
to serving the local community and will help continue
CIGNA HealthCare of Texas' mission to support local
events and community organizations.
James Saad, Vice President of Sales, Small
Segment – Southern Region
Jay Saad is the Vice President of Small Segment
Sales in the Southern Region. Mr. Saad’s
20 years of health care benefit experience has
been focused primarily in the small group market.
Prior to joining
CIGNA HealthCare, he served as the Vice President
of Small Business Sales for United Healthcare in
Texas. There he led business development and account
management for small group accounts in North Texas
and Oklahoma. Mr. Saad’s background
also includes sales and leadership positions with
Metrahealth and Travelers Insurance. Mr. Saad holds
a bachelor’s degree from the University of
North Texas. He is based in CIGNA’s Dallas
office.
James Nadler, M.D., MPH, Medical Executive
James L. Nadler, MD, MPH is a physician with over
10 years experience in a managed care environment
and has been serving as Site Medical Executive for
the Texas Health Plan since March 2000. He has been
with our health plan since 1996 with a primary focus
on utilization management.
Dr. Nadler is a member
of the National Provider Appeals Council. He was
the Medical Director for our Staff Model network
from 1996-1999. Prior to CIGNA, Dr. Nadler was
Medical Director for Humana Health Care Plans in
Louisville, Kentucky, and Medical Director of MedFirst
Medical Management, Inc. in Chicago, Illinois.
Dr.
Nadler is certified with the American Board of Preventive
Medicine. He received his Medical Degree from the
University of Michigan, served his residency at William
Beaumont Hospital in Michigan and the University
of Illinois at Chicago. Dr. Nadler also received
his Masters of Public Health from the University
of Illinois at Chicago School of Public Health.
