Legislative Update
The Department of Insurance is working
on rules to implement H.B. 818, the access legislation signed by Governor
Matt Blunt on June 1. The law, effective August 28, broadens eligibility
standards for the high risk pool; requires health insurers to report
claims data to employers with 51 or more employees; and requires health
insurers to report to enrollees 30 days prior to removing a prescription
drug from a formulary.
Also, Governor Matt Blunt unveiled a
plan on September 18 to provide nearly $600 million in subsidies by year 2010
to help low-income workers obtain health insurance. The plan, named Insure
Missouri, implements the premium offset passed by the legislature
earlier this year and rolls out a plan to increase access to health
insurance over three phases.
The first phase
of the plan would launch by February 2008 and provide coverage to custodial
parents whose annual incomes are below the federal poverty level (FPL).
A year later, the plan would cover all working adults who are not Medicaid
eligible with income levels possibly up to 185 percent of the FPL. The
third phase would include a reinsurance program to help lower the costs
of catastrophic claims for small businesses and their employees.
The plan would seek bids from
private insurers to provide insurance coverage. Families living below
the poverty level would not pay premiums and would be required to make
copayments ranging from 50 cents to $3 per service. Enrollees above
the poverty line would pay premiums that would not exceed 5 percent
of the person’s
income.

Frank Monahan, General Manager
Frank Monahan is the general manager of CIGNA HealthCare’s
operations in Kansas and Missouri and is based in St.
Louis. Monahan is a seasoned executive
with 15 years of sales and marketing experience in
the health care industry. Monahan is responsible
for new sales and account management in the Kansas
and Missouri markets and oversees a sales team of more
than 30 professionals. He is also responsible for fostering
and deepening relationships with employers, providers,
brokers and consultants in the state.
A Pennsylvania
native, Monahan earned his bachelor’s
degree from LaSalle University in Philadelphia. Monahan
most recently served as vice president and general
manager of large group sales for Premera Corporation.
Prior to joining Premera Corporation, Monahan was vice
president of sales, marketing and field operations
for Capital Blue Cross. In addition, he held
various sales and marketing positions at Aetna.
