Legislative Update

The legislature adjourned on June 23, 2006, allowing SB 8482/AB 12080, a mental health parity mandate known as "Timothy's Law", to die. The legislature may return this fall to vote on the bill.  The legislature approved several mandates this session, including autism spectrum disorder (AB 699/SB 784), immunization against pheumococcal disease for children born on or after January 1, 2008 (AB 8761/SB 8341), and diptheria, tetanus, and pertussis booster vaccinations for children born after January 1, 1990 (SB 7421/AB 11042).  Also, the legislature passed SB 8417/AB 11996 requiring recovery of insurer overpayments to physicians to be within two years of the original payment.

AB 7351, requiring insurers to adhere to the American Medical Association’s Current Procedural Terminology codes, passed the Assembly and was referred to the Senate Insurance Committee in April, but no further action has been taken.

Experienced Local Leadership

Charles Catalano, President and General Manager
Charles Catalano is president and general manager of the New York and New Jersey health plans. He is responsible for Sales, Account Management, and Client Services in New York, New Jersey and Southern Connecticut, leading a seasoned sales and account management team that brings integrated medical, behavioral, pharmacy, dental and vision solutions to area employers and their covered medical lives. As General Manager he is also responsible for coordinating CIGNA HealthCare’s competitive offerings and product position in the local market.

Catalano has held various sales and sales leadership positions throughout metropolitan New York and New Jersey beginning his career with The Equitable Life Assurance Society of the United States more than 30 years ago. Mr. Catalano received his BA in Social Science from the City University of New York. He and his family reside in New Jersey.

Gene Corcoran Vice President, Sales and Account Management
As Vice President of Sales at CIGNA Corporation, Gene oversees the New Business and Client Management functions in the New York City/ Long Island/ Westchester markets for the 2-300 life segment. He started his career at Aetna/US Healthcare where he worked in many different capacities including four years as a Client Manager, and 6 years in New Business development – both primarily in the 50-3000 life segments. In 1999 he took over the management of new business sales for the New York Metro/ Northern New Jersey market, a position in which he worked until coming to CIGNA in Early 2006. Gene has served in different elected roles in the local chapters of NAHU over that time, and continues involvement in planning for, and participating in events for the organization.

Josephine Eminian, Vice President, Sales and Account Management
Jo began her career in CIGNA's home office in Bloomfield, CT in 1981. From her first position that focused on the account structure, she moved rapidly through positions in billing and account administrator for CIGNA's Mid-Atlantic region and was appointed Contracts Manager for the Mid-Atlantic and California regions in 1986. In 1989, she moved to Middle Market Underwriting for the New England region and in 1995 for the Mid-Atlantic region. In 1998, she became an Underwriting Team Leader, and in 2000 she was promoted to a Regional Director for the Tri-State Underwriting region.

In December of 2001, Jo accepted the position of vice president of sales. Jo is located in CIGNA's regional headquarters in the Milford, CT office.
