Legislative Update

As required by S.B. 11 from last legislative session, three advisory councils representing consumers, providers, and health purchasers recently submitted preliminary health care reform recommendations to the Kansas Health Policy Authority (KHPA). The preliminary recommendations, which reveal varying approaches from the three councils, include benefit package changes, small business incentives, a connector model and employer and individual mandates. The advisory councils will make their final recommendations to KHPA on September 25, and KHPA will present proposals to the legislature in November.

Experienced Local Leadership

Frank Monahan, General Manager
Frank Monahan is the general manager of CIGNA HealthCare’s operations in Kansas and Missouri and is based in St. Louis. Monahan is a seasoned executive with 15 years of sales and marketing experience in the health care industry. Monahan is responsible for new sales and account management in the Kansas and Missouri markets and oversees a sales team of more than 30 professionals. He is also responsible for fostering and deepening relationships with employers, providers, brokers and consultants in the state.

A Pennsylvania native, Monahan earned his bachelor’s degree from LaSalle University in Philadelphia. Monahan most recently served as vice president and general manager of large group sales for Premera Corporation. Prior to joining Premera Corporation, Monahan was vice president of sales, marketing and field operations for Capital Blue Cross. In addition, he held various sales and marketing positions at Aetna.
