Legislative Update

H.B. 818, access legislation signed by Governor Matt Blunt on June 1, took effect on August 28. The law broadens eligibility standards for the high risk pool; requires health plans to report claims data to employers with 51 or more employees; and requires health plans to report to enrollees 30 days prior to a prescription drug being removed from a formulary.

Frank Monahan, General Manager
Frank Monahan is the general manager of CIGNA HealthCare’s operations in Kansas and Missouri and is based in St. Louis. Monahan is a seasoned executive with 15 years of sales and marketing experience in the health care industry. Monahan is responsible for new sales and account management in the Kansas and Missouri markets and oversees a sales team of more than 30 professionals. He is also responsible for fostering and deepening relationships with employers, providers, brokers and consultants in the state.

A Pennsylvania native, Monahan earned his bachelor’s degree from LaSalle University in Philadelphia. Monahan most recently served as vice president and general manager of large group sales for Premera Corporation. Prior to joining Premera Corporation, Monahan was vice president of sales, marketing and field operations for Capital Blue Cross. In addition, he held various sales and marketing positions at Aetna.
