CIGNA's Taft-Hartley and Federal Business Segment is comprised of dedicated Employees with decades of combined experience in the industry. Our goal is to help Health & Welfare Funds and Federal Plans customize, select and maintain benefit solutions that control claims costs and improve health in a member-friendly way.

Today, we provide benefit services to more than 250 Taft-Hartley Welfare Funds and International staff plans as well as three Federal Plans across the nation, representing about 1.5 million Members.

What We Do

CIGNA's Taft-Hartley and Federal Business Segment focuses on responding to the unique needs of Fund Trustees, International Unions and Federal Plans. Our Taft-Hartley and Federal Business Segment staff listens, understands and delivers customized product offerings and responsive service to each client. From underwriters, claims processors, member services staff and product development experts to technical support staff, client managers, new business managers and operational managers, each Segment stakeholder focuses daily on delivering customized, member-friendly solutions that help Trustees and Plan Professionals more effectively control their claims costs while ensuring that their Members have access to best-in-class services.

CIGNA places a strong emphasis on wellness and prevention, in order to keep Plan Members healthy and productive. Our aim is to help Members stay healthy in order to avoid episodes requiring medical care and even hospitalization. For those individuals who are generally in good shape, this means helping them stay healthy and work on the one or two areas such as hypertension and cholesterol where possible improvements can be made. For others who suffer from chronic conditions, this means health advocacy to help them improve their health and behaviors, manage their conditions better and go about their normal life.

Shared AdministrationSM

CIGNA's Shared AdministrationSM offering enables a select number of qualified Funds, Federal Plans and TPAs to adjudicate and pay their own claims while accessing CIGNA's industry-leading cost control and health improvement tools. The Shared Administration program combines CIGNA's network, care support, health improvement programs and web tools with the administrative flexibility valued by so many Plans. Both Medical and Dental Shared AdministrationSM services are available.

Out-of-Network Savings Program

CIGNA's Out-of-Network (OON) Savings Program provides access to discounts and bill negotiation services on out of network claims. This results in lower claim costs for our client Plans and lower out-of-pocket expenses for Members.

Medicare-Based Maximum Reimbursable Charge

Cigna's Medicare-based Maximum Reimbursable Charge (MRC) offering provides access to a reimbursement schedule that relies on Medicare and can be applied to both professional as well as most facility out-of-network services. This alternative for determining the allowed amount for out-of-network claims can result in lower payments to out-of-network providers than in network providers. The MRC alternative is advantageous to our Fund clients in three important ways: it helps them further save money in this challenging recession, it encourages members to stay in network, and it supports most Fund's short- and long-term medical trend cost control strategies.

Other Product Offerings

CIGNA HealthCare offers an array of integrated and standalone benefits services:

PPO, OAP, POS and HMO Plans
CIGNA provides access to quality providers through an array of plan options. Whether through a selected primary care physician in our HMO plan, total freedom of choice in our PPO plan or hybrid POS and Open Access Plus plans, your Members have access to quality care as well as health and wellness tools and information to help guide their decision-making. Open Access Plans are a popular and available option through CIGNA.

Medical Funding Options
CIGNA HealthCare provides a variety of funding options to meet the unique financial needs of Trust Funds. Funding alternatives include:

  • Specific and Aggregate Stop Loss Protection
  • Minimum Premium Insurance
  • Pooled and Participating Insurance

Medical and Chronic Condition Management Programs
CIGNA is the industry leader in Chronic Condition Management programs. By integrating our clients' pharmacy and medical data, lab results from our contracted medical providers, and using state-of-the-art systems to review patient data, CIGNA provides Member-responsive and effective programs to our Trust Fund and Federal Plan clients. Savings through our Disease Management programs average 9-11% on those patients managed.

Dental PPO and HMO Plans
CIGNA offers Taft-Hartley Trust Funds and Federal Plans a full range of sponsored and voluntary Dental PPO (DPPO) and Dental HMO (DHMO) services. CIGNA also enables Members to switch between the DPPO and DHMO without penalty and on a monthly basis through our CIGNAFlex offering.

Prescription Card and Mail Order
CIGNA provides access to more than 59,000 national and independent pharmacies, providing Members with access to more than 92% of the industry's pharmacies. CIGNA's prescription drug plans also enable Members to order prescriptions online, over the phone or via mail through CIGNA's home delivery pharmacy, CIGNA Tel-Drug. myCIGNA.com web tools allow Members to compare actual drug costs and review treatment alternatives by condition – which is intended to help Members get engaged in the battle against mass media advertising and rising prescription drug expenses.

Managed Behavioral Health
CIGNA Behavioral Health provides a full range of integrated and standalone Member Assistance Programs (MAP), Mental Health & Substance Abuse networks and care management services. When Behavioral Health programs are integrated with our medical plans, CIGNA views the entire individual, not just one aspect. We integrate behavioral screenings within our disease management program, as oftentimes depression accompanies chronic conditions. Behavioral data feeds our predictive modeling tool, providing our case managers with a full arsenal of tools and capabilities to proactively identify Members who might benefit from any one of our medical management programs.

Group Term Life, AD&D and Disability Coverage
CIGNA provides the following services to meet the additional protection needs of Taft-Hartley Funds and Federal Plans:

  • Term life insurance
  • Term accidental death and dismemberment insurance (AD&D)
  • Short- and long- term disability management (STD & LTD)

Voluntary and Supplemental Insurance Services
CIGNA also offers an array of products that can be structured as basic membership benefits or voluntary supplemental benefits. These programs are an excellent way to help Members supplement the benefits provided through sponsored plans to make sure they have provided for their family's needs.
